My advice is that you not play with a full deck.
It is a fortunate coincidence that the four letters RoTA mean wheel. You are circling the answer. The symbolism of the wheel and it's application to the matter at hand is worth your consideration. Do not labor unecessarily to "fill in the blanks" in this case.

ATHENToR has "rotate" as a sub-anagram, which is strongly implicated by Jay's language in the above. The 'o' being lowercase could simply be to draw attention to it being round and wheel-shaped.
What's left in ATHENToR are the letters 'h' and 'n'; no idea at this point what to do with those.
I think this means we're going to have to use some kind of rotation scheme in decrypting something in the near future. _________________ scientia ex silico |

True, the effects of nurture as opposed to nature have indeed long been a puzzle. This project was privately funded, and as such our guidelines were governed by the Foundation. “Federal ethics guidelines” have never been a concern. But you have deduced this already, I’m sure.
