When an action occurs within a line of dialog, it should be written without a capital letter starting it, and with no ending punctuation. When an action occurs by itself, on a separate line, it should start with a capital letter and end with a period. This is the way that the transcripts were being written when I first started editing the 'Pedia, and in fact closely resembles the way that many published "dramatic" scripts (as opposed to screenplays, which are entirely different) are written. And personally, I think that examples like (''Winks.'') look very awkward with the capitalization and punctuation.
