Jackie is a friend of Jessica Rose who plays Gemma in the lonelygirl15 series.
This was confirmed via a mssage from the creators on the Yousef Abu-Taleb's talk page signed with all the actors including jackie. It is also apparent from her MySpace page that she's definitely Gemma.
