Simplifying

If you're intending to always have the same image and caption, it seems like it shouldn't be part of the template in that way. Maybe I'm misunderstanding, but it seems you should replace

{{#if: {{{image|}}} | [[Image:{{{image}}}|220px| ]]<br>{{{caption}}} |
 Image not available.<br />Please [[Special:Upload | add]] one. }}

with

[[Image:Loc.jpg]]<br>
