So if there is supposed to be an "f" on that side?
I thought the line as a whole is a diagram...but who knows...the second line starts with "the fo" 90% sure and it doesn't have "f" at the left side of the line... |

we think that each half of each line is reversed. So the start of line 4 can probably only be IT not IF. |

edit: atomikbr beat me to it. 
Line 4 is "CEDE IF NIL NOS A | CEDE RIPOSTS SO." We can't make "if" from the second half of that. I think it must be "it" or possibly (tho unlikely fron the pic) "is." |
