 I'm looking through Unfiction's resources page for a compatible translator, but haven't found anything for that code yet--if it is a code.

 Has to be a cypher or code wheel - few vowels - not really enough to do a letter frequency on. Maybe just try an alpabetic shift - 26 possibilities,  but I have to go to bed
