In Proving Longitude Wrong Bree mentions the deacons of her religion for the first time. It is unclear how they are related to The Elders of her Bree's religion.
According to Wikipedia a deacon is a role in the Christian Church which is generally associated with service of some kind. Although the term is used in Christianity, it is not an exclusively Christian term.
There is likely to be a connection between "The Deacons" and "The Elders" but the story line has not yet clarified that issue.
