Dr. William Porter was the Elder who was supposed to get Emma's blood in her Ceremony. He was also the president of Bio-Therapy Report LLC, which, in turn, funded the Hart Study. After investing more than 500 million Dollars, it became clear that the study had failed, and it was decided to "harvest" Gina, the control trait positive girl, instead.
Since Dr. Hart had developed a deep bond with Gina in all their years together, he struck a deal with the Order to lure Emma to them instead, and the Order agreed. However, after spending time with Emma on the run from the Order, Dr. Hart couldn't kill Emma in good conscience either, so he instead poisoned Dr. Porter's blood with the serum during the Ceremony, which lead to Porter's death.
