The chain-link fence is outside the home of one of Daniel's friends. Daniel is staying with a friend when he records I'm Hiding Out, and is doing so because he thinks the cult is after him, because he found pictures of himself on Lucy's computer. The fence is sort of an "undisclosed location" persay, and appears to have triple barbed wire along the top, indicating it may be a secure zone. In addition to that, we hear a lot of traffic noise, suggesting it is beside a major road or freeway. Details in the background are hard to identify because the video showed an extremely tight shot on Daniel's face.
